Richard Wm. Mueller was born in LaCrosse, Wisconsin on September 7, 1929 to Pastor Richard William Mueller and Helen Mabel (nee Laesch) Mueller. He graduated from Northwestern College in Watertown, Wisconsin in June, 1951. He was united in marriage to Irene Louise Kuckkan on June 7, 1953. In 1954, he graduated from the Wisconsin Evangelical Lutheran Seminary in Mequon, Wisconsin. He was ordained and installed as a pastor in Grace Evangelical Lutheran Church in Crivitz, Wisconsin.

In 1956, he was called to serve as a missionary in Central Africa. He served in Northern Rhodesia (Zambia) from 1957 to 1962 and again in 1965 to 1972. He also served in Nyasaland (Malawi) from 1962 to 1965. He returned to the United States in 1972.

After his return to the United States, he served as a teacher at Lakeside Lutheran High School for two years. He then served mission congregations in Crystal Lake, Illinois, (1975-1986) – Elgin, Illinois, (1975-1980) – Waunakee, Wisconsin, (1986-1993) and Weslaco, Texas (1993-1996). He retired from the active ministry in June of 1996. He lived out his remaining years in Medford, Wisconsin and Watertown, Wisconsin.

Accepted the Divine Call to serve Abiding Savior Ev. Lutheran Church in Weslaco, Texas on June 24, 1993.
